Paul Collier is Director of the Centre for the Study of African Economies, Oxford University and Professor of Economics and Public Policy at the Blavatnik School of Government. He has authored numerous books including, Wars, Guns and Votes: Democracy in Dangerous Places (Bodley Head, 2009).
